Therefore, each of us now can find our refuge for life, and all eternity, in Jesus the very Son of God, the Son of Man, and who is The Savior of the World. For HE is the ONLY ONE who makes this salvation possible through believing in Him, and receiving Him as Savior and Lord.
R.E.S.T in Him as Savior and Lord.
No! He’s NOT a refugee! He IS Jesus. And Jesus Name is the only name by which we can be saved from Hell, Death and the Grave. His name is the ONLY name by which we can be set free from bondage to sin and death. His name is the ONLY name by which we are delivered from The Kingdom of Darkness and brought into The Kingdom of Light.
In Hebrews 4:9, we are told there is a rest for the people of God. And the writer is talking about resting as we hold on to God’s promises. See below:

What Promises of Hope?
These Hope filled Promises — to which we really are to grip tightly– are God’s Eternal Holy Covenant Promises thad God offers to Christ-Followers. These include:
1. The promise of Eternal forgiveness Heb 9:12
2. The promise of being made Holy Heb. 10:10, or being formed into the image of Christ Jesus. Yes, God’s Holy Covenant with us is about forgiveness and much more!
3. The promise of being made perfect in relationship to God. Heb. 10:14
4. The promise, of The Holy Spirit, of being Christ Followers being transformed & being made completely blameless. Heb. 10: 15-18.
5. The promise of having confident access, into the Holiest place, where we can meet with the Lord, to talk about anything (Heb. 4:15-16,)
6. The promise to experience regular, consistent, purifying & cleansing ,of our lives, in the presence of our Lord, as we make a habit of meeting with Him. Heb. 10:19-22.
7. The promise of God’s faithfulness. Heb. 10:23
